Dilma Rousseff wins election in Brazil with 55% of the vote, beating José Serra, who trailed on 44%

A former Marxist rebel who was jailed and tortured during Brazil’s military dictatorship last night became the first female president in her country’s history.

In her first speech as Brazil’s president-elect, Dilma Rousseff, who polled 56% compared to her rival’s 44%, vowed to eradicate extreme poverty in one of the world’s most unequal countries.

An estimated 135 million Brazilians went to the polls yesterday to choose between the 62-year-old economist, who was the handpicked successor of Brazil’s Workers’ Party (PT) president Luiz Inacio Lula da Silva, and José Serra, a 68-year-old former health minister who was running for president for the second, and almost certainly last, time.

Speaking at a victory rally in the capital, Brasilia, Rousseff told jubilant supporters: “We cannot rest while Brazilians are going hungry, while families are living in the streets, while poor children are abandoned to their own fates and while crack and crack dens rule.”

“The eradication of extreme poverty is a target that I assume and I humbly ask for the support of you all to help the country overcome this abyss that still separates us from being a developed nation,” she added. “This ambitious goal will not be achieved by the government alone. It is a call for the nation.”

Rousseff, a notoriously tough technocrat who underwent plastic surgery to try to boost her appeal, had looked badly deflated after being forced into a second-round run-off with Serra earlier this month but recent polls showed her pulling away, largely thanks to Lula’s growing involvement in her campaign. She won a landslide victory in Brazil’s impoverished northeast, where Lula was born, polling nearly 66% compared to Serra’s 27.5% and also dominated much of the Amazon region.

She takes power in a country on the rise, which is expected to be the world’s fifth-largest economy by the time it hosts the 2016 Summer Olympics.

In the lead-up to the election José Eduardo Dutra, the PT’s president, said voters had been offered the choice of “a model that attempted to include all Brazilians” and one that promoted “income concentration and … the growth of one group of Brazilians”.

“Dilma’s government will advance further in terms of reducing inequality,” he said.

Despite the buoyant mood among PT leaders last night, the presidential race has inspired few voters on either side, with neither candidate enjoying Lula’s flair or wit. Observers described the vote as more of a referendum on Lula, while the front-page headline of one Rio newspaper yesterday exclaimed: “Phew! It’s over.”

Many supporters hope Lula, who is likely to leave power on 1 January with approval ratings of over 80%, will attempt a comeback, possibly as early as 2014, the year Brazil hosts the World Cup.

“There is a big possibility of … President [Lula] being a candidate again either in 2014 or in 2018,” admitted Marcia Carvalho Lopes, Brazil’s minister for social development.

Before then the new government will face a barrage of issues, not least fighting what the country’s finance minister recently called a global “currency war”.

The value of Brazil’s currency, the real, has ballooned since President Lula took power, leaving exporters despondent and leading Goldman Sachs to classify it as the most overvalued currency on earth.

Public security remains a major problem, with nearly 50,000 homicides per year. The country is also facing a growing crack-cocaine crisis. A recent study by the Cebrid thinktank claimed nearly 9% of 9-18-year-old Brazilians use the drug.

With Brazil’s economy booming, analysts say that investment in infrastructure and education is needed to sustain growth .

“Brazil will only leave behind its position as an emerging power and become a developed country if we guarantee quality education to our children,” Rousseff admitted last week.
Nestor Kirchner’s sudden death will hasten change in Argentina, and beyond

HE ARRIVED on Argentina’s political stage almost by chance. Nestor Kirchner, the obscure governor of a far-flung Patagonian province, was elected to the presidency in 2003 when few others wanted the top job in a country whose economy had collapsed amid default and devaluation. His departure was equally abrupt, cut down by a heart attack when aged only 60 and seemingly still at the apogee of power. His passing will almost certainly accelerate change in his own country, and gives a sudden twist to the political kaleidoscope in Latin America.

In his time in the spotlight Mr Kirchner became Argentina’s dominant player. He claimed much credit for his country’s vigorous recovery, though in truth he inherited the sound fiscal policy and floating exchange rate that, along with rising commodity prices, were responsible. History has vindicated his bruising treatment of holders of the defaulted bonds; something similar has since been visited by the United States administration on creditors of the American car companies and now, perhaps, on mortgage lenders. He warmed the hearts of Argentines with the comforting notion that it was the evil IMF, rather than their own mistakes, which was responsible for a once-rich country’s penury. In 2007 they elected his wife, Cristina Fernandez, in his stead. But Mr Kirchner remained the power behind the throne. Although less popular than in the past, he might well have won a presidential election due next October by exploiting the opposition’s divisions. …

Tehran, Iran (AHN) – Iran began injecting fuel into its first nuclear power plant on Tuesday, a week after a small leak delayed the process.

According to state-run Press TV, fuel assemblies were loaded into the Bushehr plant under the supervision of the International Atomic Energy Agency. The plant is expected to generate electricity once all 163 fuel assemblies are injected by the end of the year.

Russia is providing the fuel for the plant and taking spent fuel back out of Iran, which has received a fourth set of United Nations sanctions for violations of the Nuclear Non-Proliferation Treaty.

The Bushehr plant was opened in August after more than three decades of construction marred by delays, the withdrawal of the original German contractor, and the eventual agreement with Russia’s Atomstroyexport for the completion of the 1,000 megawatt reactor.

Under the agreement with Moscow, uranium enriched up to 3.6 percent will be used to generate electricity in the southern city of Bushehr and then returned to Russia for reprocessing and storage.

The insertion of fuel rods was postponed for a week because of a minor leak in a pool near the reactor, Ali Akbar Salehi, head of the Atomic Energy Organization of Iran, told the Islamic Republic News Agency, the official news agency of Iran.

‘We hope that nuclear electricity would enter the national grid within the next three months,’ IRNA quoted Salehi telling the power plant’s workers on Tuesday.

Washington has led calls for sanctions against Iran’s proliferation activities but has been supportive of the Bushehr reactor.

“Bushehr is a civilian nuclear project… it actually proves that they don’t need to build indigenous enrichment facilities,” State Department spokesman Mark Toner said in August.

“This is a concept that closes that fuel loop and… demonstrates and proves to the world that if the Iranians are sincere in a peaceful program, their needs can be met without undertaking its own enrichment program, which call into question its motives,” White House press secretary Robert Gibbs also said about the same time.

Iran, a signatory to the Nuclear Non-Proliferation Treaty, has maintained that its nuclear program is for the peaceful production of civilian, nuclear energy. The Islamic nation has two uranium-enrichment plants: a covert facility in Natanz that was discovered in 2002 and another in Qom that was also discovered by Western nations before Iran’s disclosure last year.

Early this year, Iran began producing 20 percent-enriched uranium at its Natanz facility, prompting heightened international concerns that it could develop a nuclear weapon despite assurances that the fuel is for production of medical isotopes for cancer patients.

Iran received a fourth set of sanctions from the U.N. Security Council in June. The sanctions prohibit Tehran from undertaking activities involving ballistic missiles that could carry nuclear weapons, and other nations from selling tanks and military aircraft or providing technical assistance about such weaponry to Iran.

The new sanctions came less than a month after Iran agreed to send some of its low-enriched uranium to Western nations in a nuclear exchange agreement that had been in negotiations since last year.

Iran agreed to send 1,200 kilograms of 3.5 percent-enriched uranium to Turkey in return for 120 kilograms of 20 percent-enriched uranium for its Tehran Research Reactor.

The exchange agreement requires Russia and France to send fuel for the Tehran reactor within a year after Iran ships out its own fuel. It was negotiated with Brazil and Turkey, the two nations in the 15-member Security Council that voted against new sanctions.

The United States is part of a group of nations called the P5+1 negotiating with Tehran on disarmament. Talks are so far at an impasse, and Salehi told IRNA on Tuesday that an official request from the P5+1 would be needed to resume negotiations about the fuel swap.

Washington classifies Iran as a state sponsor of terrorism and believes the Islamic nation provides assistance to Hamas, Hezbollah, Palestinian Islamic Jihad and members of the Taliban. According to the U.S. Treasury and State departments, Iran’s Revolutionary Guards train, fund and provide weapons to terror groups and Iraq-based militants.
